The three questions people confuse
Most percentage confusion comes from not distinguishing three different questions. What is 20 percent of 80 finds a part of a whole. What percentage is 16 of 80 works backward to find the rate. And what is the percentage change from 80 to 96 measures increase or decrease relative to the starting value. These need different calculations, and applying the wrong one gives nonsense. A particularly common trap is percentage change being measured against the original, not the new value, and another is that a percentage increase followed by the same percentage decrease does not return you to the start, because each applies to a different base. Recognising which of the three you are actually asking is most of the battle with percentages.
